 TO IMPLEMENT THE ABOVE

Delhi has been under the control of both Congress and BJP. It has been under Congress for the last 15 years and BJP has been in control of MCD for the last 7 years.
Municipal Corporation of Delhi (MCD) is one of the largest municipal bodies in the world providing civic services to more than 11 million citizens in Delhi. It provides civic services to rural and urban villages, resettlement colonies, regularised unauthorised colonies, slum/squatter settlements, etc.
            MCD holds direct elections every five years in the state. Last elections were held in 2012. Bharatiya Janata Party (BJP) won the elections.

            Since BJP is in control of Municipal Corporation of Delhi, AAP requested the MCD to cooperate in implementing its agenda.  

17. FAST TRACK COURTS

AAP is of the opinion that stricter implementation of the present laws is required. The accused must be arrested and tried at the earliest to reduce the number of cases. Instead of encouraging fast track courts, the Congress government had closed down the existing ones citing the excuse of excess expenditure.  This shows how insensitive they are towards crime against women. Most of the Congress MLAs themselves have criminal cases against them and hence they are against the fast track courts.
The inaction of the police towards rape cases has made the women lose faith in the police. Rape cases must be handled by the police sensitively. To avoid rapes and other crimes taking place, there is a need to create fear of police in the minds of the people who commit such crimes. AAP promised to pass stringent laws against rape.
In the 1,000 fast track courts in India around 3.2 million cases have been decided in the last 11 years but 32 million cases are still pending. Hence more fast track courts are needed. More judges need to be appointed in the existing courts so that the pending cases can be heard as soon as possible. Fast track courts were discontinued by the centre in 2011 but some states continued with their own expenditure.

            AAP said that law should be provided that crimes like molestation and rape must be cleared as quickly as possible and the culprit must be punished within two months. As many investigation officers and fast track courts must be provided to punish the culprit in two months. The existing laws must be amended where ever they do not provide adequate justice to women.

Delhi has the maximum number of kidnapping and rape as compared to other states in India. With the increase in rape cases all over India, women are no longer safe. Even small girls are not safe.
After the Nirbhaya gang rape case, safety of women has become a critical issue. The rape accused are sent to jail but strict action is not taken against them. Sometimes the victims themselves are harassed by the police when they go to file complaint. Their cases are not filed. Even if the case is filed due to pressure from media, the accused is not arrested. Many a time, we find that the accused is juvenile and hence he is not given the punishment he deserves. Due to these reasons, women do not feel safe.
The courts in India sometimes take 10-15 years to award punishment to the accused. During this time, the rapist is roaming free and harassing the victim to take back the case. Victim keeps getting phone calls with warning. There are cases where the victim has committed suicide due to the harassment from the rapist or his men.
Rape cases are so frequent in Delhi that people are now calling it the ‘rape capital’ of India.  AAP has promised to take strong steps to ensure safety of women in Delhi. Ample security will be provided on roads, parks, buses and all public places so that women will feel safe while travelling.
Number of working women’s Hostels will be increased and shelters will be constructed for homeless women.
AAP will see to it that FIRs are filed immediately after any incident of rape or any other crime. CCTV cameras will be installed in FIR registration rooms to monitor whether the police is registering the FIRs. All the provisions suggested by the report of the Verma committee will be implemented.
The families of all police and security martyrs from Delhi, who sacrificed their lives providing security to the citizens of India, will be given a compensation of Rs.1cr.
Many times pregnant women are made to undergo x-ray to find out whether the child born will be male or female which is illegal. Female foetus is aborted. AAP promised to evolve an effective system to stop abortion of female foetuses. Special facility will be provided for education of girls.
One third of the seats in the Parliament and Assemblies will be reserved for women.



WORK DONE IN DELHI REGARDING SAFETY OF WOMEN

After forming government in Delhi, AAP proposed a security force headed by retired army officers. These officers will be patrolling various areas in Delhi and anyone can approach them with their complaint. This will be a community policy, involving a group of people from every neighbourhood. The force will also create awareness among the people on the issue of safety of women, children and senior citizens and help them to file FIRs. They will provide safety to anyone in distress.

            Last year four critically ill patients died in a government hospital in Delhi after oxygen supply was disrupted for several minutes. Government children’s hospital is turning into a horror zone with almost 6 children dying every day. An RTI document has revealed that over 2,000 children out of 24,000 children admitted die in government hospitals. This is due to inadequate facilities and unhygienic conditions. More than four kids are allotted one single bed due to shortage of beds in government hospitals. Most of the ventilators are non-functional.
            There are 40% vacant posts of doctors and 20% vacant posts of medical staff in government hospitals in Delhi.
Like the government schools, the government hospitals in Delhi are also in pitiable conditions. Earlier, treatment and medicines used to be given free of cost but now everything is charged. Poor man cannot get himself or his family treated even in a government hospital. Many poor people are committing suicide because they are not able to pay back the loan taken to pay hefty hospital bills.
AAP promised to upgrade the present government hospitals to the level of the private hospitals and provide free treatment and medication. Health care facilities in government hospitals will be improved. New government hospitals will be opened to ensure that Delhi conforms to the international norm of 5 beds for every thousand people.
Vacancies in the post of doctors and medical staff will be filled. The government will promote Homeopathy, Ayurveda, Unani, Naturopathy and other alternative medicines. Generic medicines will also be promoted.
To control the spread of dengue a special task force will be appointed. AAP will check air pollution, water pollution and improper waste management. 

WORK DONE IN DELHI REGARDING IMPROVEMENT OF GOVERNMENT HOSPITALS

AAP government after coming to power in Delhi issued orders making it compulsory to prescribe medicines by their generic names instead of brands.
In a major upheaval the AAP government shunted out 16 out of 34 superintendents of hospitals since there were complaints against them. In most of the cases, the outgoing officer has been replaced with a senior doctor from the same hospital with immediate effect.

Government schools in Delhi are in a pitiable condition. Hence people refrain from sending their children to government schools. Due t the demand for admission, the private schools are demanding huge sums as donation and fees. The poor are feeling helpless due to this. How can our country develop if our children are denied good education?
AAP promised to upgrade the present government schools to the standard of private schools and open new government schools. Education will be free in all these schools for the poor and the rich. At least 500 new schools will be opened with enough classrooms, supply of drinking water, separate toilets for boys and girls, etc. All vacant spots in government schools will be filled with competent teachers.
Play schools will be opened for children under 6 years of age. The government schools and play schools will be monitored by ‘Abhibhaavaka Sabha’, an open assembly of all parents of students studying in that school.
Today education has been totally commercialized. Degrees are being sold openly. Political leaders have opened big colleges which take huge amount for education. AAP has promised to put a stop to all these corrupt practices.
Adequate facilities will be provided to for all children and teachers in government schools.  Delhi University will be expanded and better facilities will be provided. Temporary jobs of teachers will be made permanent. Salaries of teachers of private schools will be regularised.
Attempts will be made to roll back the 4-year Undergraduate Program (FYUP) which was undemocratically introduced in the Delhi University.

WORK DONE IN DELHI REGARDING IMPROVEMENT OF GOVERNMENT SCHOOLS

AAP promised to pass a law to regulate high fees and donations in private schools and colleges. Quota will be set for students from Delhi in the Delhi University. A helpline was announced for nursery admission. People can register their complaints regarding admission to nursery in the state. Audit of schools in Delhi was started.
Education minister Manish Sisodia said that he will call 10 parents every day to get their feedback on the admission process.
