TEMPORARY JOBS TO BE MADE PERMANENT
80% people working in Delhi are in the unorganised
sector. These include construction workers, rag pickers, domestic workers,
security guards, street vendors, etc.
There are around 1lakh temporary (conceptual)
workers including doctors, teachers and managerial level employees in various
government departments. These people have been on temporary jobs for many years
as they were considered ‘the cheaper option’. In DTC (transport department),
there are many conductors and drivers on contract. At Delhi Metro Rail too most
employees are on contract or have been outsourced. AAP promised to resolve the
legitimate grievances of DTC employees.
These temporary workers are asked to sign that they
have been given Rs.10,000/- while they are actually given only Rs.6,0000/- Many
of these workers have been working for more than 10 to 20 years on contract
basis. There is complete exploitation going on. The middle men take the money.
AAP is of the view that these middle men must be removed.
These temporary employees do not get the allowances
and benefits such as house rent, provident fund, government schemes and pension
like permanent employees. These employees are in a permanent fear of being
removed. The promise of AAP to make their jobs permanent comes as a boon to
them.
AAP promised to see that no contractual employment
will be allowed against posts that require all year round work. Only in
temporary work like construction, contractual labour will be allowed. But the
working condition of these workers will be improved and minimum wages will be
paid. Their working hours will be regulated and weekly holidays will be
provided. Provision of social security will be initiated along the lines of
The Labour Department will be restructured to ensure
better transparency and accountability. AAP also promised to pressurise the
Central government to change the labour-unfriendly provisions in the Contract
Labour Act of 1970.
WORK DONE IN
DELHI REGARDING MAKING TEMPORARY JOBS PERMANENT
Kejriwal constituted a high-level committee to
formulate policies and guidelines to make all conceptual posts in Delhi
government permanent. The Delhi government also put a stop on the removal of
temporary employees working in various departments till the process or
recruitment according to the new criteria is completed.
The high-level committee had 13 members headed by
Chief Secretary S.K.Srivastava. It comprised of two retired IAS officers,
secretaries or finance, law and urban development departments. The committee
will consider all the legal and technical aspects into account to formulate a
policy to finalise the recruitment process. Kejriwal said that this process
will take one month and till then no conceptual worker will be removed from
job. The recruitment process will take place taking into account the age, work
experience and skill of the worker. Work has already started to collect
information about the contract workers.
